Dear King County Council members and Executive Constantine,

I appreciate your efforts to write new legislation to come into compliance with the GMHB FDO dated January 3, 2022, that invalidated Adult Beverage Ordinance 19030. However, the new proposed legislation 2022-0147 still opens the Rural Area to manufacturing facilities and retail bars and is not compliant with the Growth Management Act.

 Manufacturing facilities and retail predominately serving urban customers belongs inside the Urban Growth Area, which includes the Rural Cities of Black Diamond, Carnation, Duvall, Enumclaw, North Bend, Snoqualmie, and Skykomish.

 Allowing these facilities in the Rural Area creates numerous negative environmental impacts, destroys rural character, harms farming, conflicts with other land and wildlife protection programs funded by taxpayers, and sets a dangerous precedent.

 Please vote NO on 2022-0147.

 Furthermore, I request that you repeal ordinance 19030.  The GMHB has twice invalidated 19030 in unanimous, strongly worded opinions. An appeal of the GMHB decisions is a complete waste of taxpayer dollars.
